Purpose of the Position:

 

The Procurement Specialist is responsible for the day-to-day management and administration of purchasing and vendor contract management. Acts as a key facilitator for internal and external inquiries. Meets with department representatives with a shared high focus on customer service. Works with the various departments to get the most cost-effective solution that will help our students and institution.

 

The job title reports to the Manager, Procurement.

 

UMA is a nonprofit healthcare educational institution with a national presence. Headquartered in Tampa, Florida and founded in 1994, UMA offers content-rich, interactive online programs as well as hands-on training at our Clearwater, Florida campus. 

  • Anticipated starting salary of $60,000; pay rate negotiable based on experience and qualifications.

Key Responsibilities:

 

Functional:

Identifies and enables cost savings while maintaining exceptional customer service to the campuses.

  • Responsible for training and assisting department representatives towards greater effectiveness and efficiency.
  • Works collaboratively with leaders across the organization to remove barriers to achieving the department’s procurement objectives.
  • Facilitator for contract management; executes a broad variety of administrative functions and interfaces with legal, accounting, the vendor and respective department owner.
  • Take a liaison role with departments as needed when determining the appropriate methods for procurement and contract placement.
  • Works with Departments to design specifications and requirements for informal and formal solicitations that result in contracts, or Purchase Orders.
  • Conducts complex negotiations with vendors independently and with guidance from Legal Counsel.
  • Negotiates solutions and language with departments, contractors, and other stakeholders.
  • Works with staff on review of procurement contracts and assists them in the identification of issues and in the drafting of language for the disposition of such issues.
  • Key facilitator for contract inquiries and details along with providing insight/direction to end users regarding the contract process.
  • Prepares and presents complex contracts to senior level management.
  • As a key contact, he/she will be highly involved with all levels of the organization including staff, faculty, head of departments and external contracting agencies and their representatives.
  • Administers the petty cash, gift card, and grad assistance programs to effectively record and document the distribution of UMA sponsored funds.

Support Institutional Initiatives:

  • Keeps current on institutional goals, objectives, and progress
  • Engages in institutional sponsored activities and initiatives as appropriate
  • Leads with courage in support of change initiatives that impact organization
  • Manages and assists in coordinating efforts between departments within UMA

Compliance:

  • Demonstrates knowledge of, and carefully follows all applicable federal and state compliance requirements and regulations including those prescribed by the Department of Education, accrediting agencies, CIE, and internal UMA policies and procedures.
  • Effectively communicates compliance requirements to students and other staff as appropriate and quickly escalates any compliance concerns to the Compliance department.

 

Work Experience, Skills & Abilities:

 

Minimum Requirements:

  • Bachelor’s degree or equivalent combination of education and experience
  • 3-5 years of relevant procurement experience.
  • Demonstrated experience in contract or subcontract negotiations and administration.
  • Proven successful track record collaborating with departmental staff on all company levels and vendor partner size and complexity required. 
  • Analytic and problem-solving skills.
  • Ability to manage priorities in a tight deadline environment.
  • Excel in team environment where excellent verbal and written communication skills are paramount.
  • High level of judgment and discretion when dealing with proprietary information.
  • Work autonomously and efficiently.
  • Motivated, goal oriented, and great attention to details and accuracy.
  • Effectively work with others in and outside of the department.
  • Agile in solving issues on a day-to-day basis, as they occur.
  • Have an aptitude for understanding new system concepts and skills.
  • Comprehensive working knowledge of Microsoft Office applications, such as Word, Excel, PowerPoint, Visio, and Outlook other business tools such as Microsoft Teams.
  • Able to professionally communicate in verbal and written English
  • Able to support a diverse and inclusive work environment

Preferred Requirements:

  • Bachelor’s degree in business or related discipline preferred.
  • Experience using purchasing and contract management system is a plus, preferably Jaggaer Contract Director, Sourcing Director, and Spend Director

Working Environment:

  • Ability to work full-remote, on-site, or a hybrid attendance mode
  • Flexibility to work evenings and weekends as needed.

Physical Demands:

  • Requires long periods of sitting at a desk working on a computer
  • Requires ability to travel
  • Requires occasional bending, stooping and squatting
  • Requires occasional lifting of up to 10 lbs.
